Final Environmental Impact Statement
The Reintroduction of Gray Wolves to Yellowstone National Park and Central Idaho - Abstract
The U.S. Fish and Wildlife Service (FWS) has selected Alternative 1, as modified by public comment, and proposes to establish an experimental population rule and reintroduce gray wolves to Yellowstone National Park and central
Idaho, if 2 naturally occurring wolf packs cannot be located in either area before October 1994 or before experimental
animals are released. The rule would allow management of wovles by government agencies and the public to
minimize conflicts on public lands, effects on livestock, and impacts on ungulate (deer, elk, etc.) populations. There
will be no land use restrictions for wolves after 6 packs are established.

Wolves & Livestock: is there a problem?
If so, how big is it?
Yes, wolves do sometimes kill livestock, a fact of life that causes great concern for some ranchers. The number
of livestsock depredations, though, vs the effects of wolves on coyote populations (coyotes being much more
of a problem than wolves have ever been) and on the balance of nature show that while wolves may sometimes
kill livestock, they are not only not a great problem for the ranching industry but may actually benefit ranchers.
Below is a table of information gathered by William J. Paul of the United States Department of Agriculture,
APHIS division. The numbers are the result of a 20-year study1of wolf depredation on livestock in Minnesota,
the 'lower 48' American state with the highest population of wolves (2,300 to 2,500 wolves as of 1997) .

Final rules clear the way for wolf reintroduction in Yellowstone National Park and central Idaho.
Gray wolves, absent for nearly 60 years, are to once again inhabit the wilds of Yellowstone National Park and
central Idaho as the Interior Department's U.S. Fish and Wildlife Service prepares to reintroduce wolves in the
two areas. The Service has completed the final administrative step required for wolf reintroduction by publishing
final rules in the November 22 Federal Register.

ENVIRONMENTAL IMPACT STATEMENT - APPENDIX 3.
PUBLIC ATTITUDES ABOUT WOLVES: A REVIEW OF RECENT INVESTIGATIONS
American public attitudes toward wolves, both in general and in relation to Yellowstone National Park, have been
surveyed by numerous investigators. This paper presents a chronological summary of surveys, including both
Yellowstone-related ones and those involving other areas of the country. All such surveys are included, whether
they involve Yellowstone or not, in order to more fully portray American attitudes about wolves, and trends in
those attitudes.

Speech delivered to the Energy and Natural Resources Committee by Senator Conrad Burns, R-Montana
Mr. Chairman, thank you for allowing me to testify this morning. This is a very important issue for Montana and
I am pleased to be here.
I have two concerns about the Administration's plans to reintroduce wolves to Yellowstone National Park. First
is the effects this plan has on the livestock industry, and the other is the cost to the American taxpayer.
